The "Framework Law" presented as the "The Draft Law on the Termination of Terror and Strengthening of Social Integration" is one of the first institutional mechanism set forth within the context of the ongoing solution process in Turkey. The law authorizes the Council of Ministers to make necessary decisions related to the solution process and the Public Order and Safety Undersecretary to regulate all the secretarial services and coordination work related to solution process. According to the law, public officers with duties within the framework of solution process would be immune from any legal, administrative or punitive liabilities with respect to the performance of such duties.
