Support to Rights Institutional Support for Human Rights Program finalized

Support to Rights Institutional Support for Human Rights Program, the sub-granting mechanism carried out jointly by Hafıza Merkezi and Heinrich Böll Stiftung supporting human rights organizations, has come to an end as of this Fall 2021. This being the case, however, we are also happy to announce that our preparations for the launch of second phase for the program are also underway. During the two-years long program, we supported the human rights community in providing one-year operational grants of 1,750,000 Euro in total to 48 rights-based organizations, along with a capacity-building program geared towards improving the resilience of supported organizations. Haklara Destek Institutional Support for Human Rights Programme has been carried out as a sub-granting mechanism within the scope of the “Building Resilience, Strengthening Human Rights: Human Rights Support Mechanisms in Turkey” grant project financed by the Delegation of the European Union to Turkey.

In this post, we want to give you a brief overview of the program achievements.


Program in Numbers

During the program;

  • 3 trainings obligatory for all organizations were held on:  i) strategic planning, ii) financial sustainability and iii) advocacy & lobbying,
  • 7 workshops optional for interested organisations were held on: on i) rights-based approach, ii) financial management, iii) project design and implementation, iv) advocacy & lobbying, v) creative campaigning,  v) target audience & visibility, vi) impact monitoring & evaluation, vii) human resource planning & management were held.
  • Organizational policy documents were created by each organisation;
  • Each CSO developed at least 1 organizational policy document
    • 17 out of 48 developed a gender equality policy
    • 13 out of 48 developed  procurement policy
  • Annual financial plans were prepared or revised by 45 out of 48 organizations.
  • Strategic plans were worked on by 39 out of 48 organizations.
  • An informal communication network of 112 members was established which continues to be utilised by the grantees.
  • Peer-to-peer support has been given to 38 out of 48 HROs for a total duration of 1296 hours. Most of the support requested by the beneficiaries aimed at developing internal governance structures. 30% of grantees received support on organisational management and 20% on planning and managing human resources.
  • Policy papers with rights-based approach has been developed by 26 out of 48 grantees
  • 38% of the supported organizations received their first EU grant with Haklara Destek
