Insurance liability for the disappeared Fehmi Tosun

Fehmi Tosun who was disappeared while under custody in 1995 was automatically insured, because he did not make an application within the scope of the general health insurance (GSS). According to the GSS (advertised with the motto ‘everyone will be insured’), which went into effect in 2012, anyone who does not own insurance is obliged to have an income evaluation and get insurance. Those who do not make an application have to pay a premium of two minimum wages.
